Some people prefer to optimize everything as they go, others prefer to do it once the whole site is finished. I always build out a page first to see what I want it to look like on the desktop and then I optimize it for all devices. I do it page by page because if I save things to the library, or duplicate pages/sections on the rest of the pages, most of it will already be optimized so it saves time.
